There is no minimum age restriction but you have to either have a high school certificate or its equivalent or must have experience in a field for at least two years in the past five years for a job that requires at least two years of training or experience.

The time period of filing of the Diversity visa application is for two months after which the program is closed. All the applications have to be filed electronically with the US Department of State through their official website.
